POSITION SUMMARY

Appraises City property, including commercial, personal, and some residential property. Assists in the annual development of the Citys assessment and tax rolls.

Supervision and assignments are assigned by the Chief Financial Officer and City Assessor. The employee performs most duties and appraisal projects independently according to established procedures. The work is monitored in progress and through final reports.

QUALIFICATION REQUIREMENTS

ESSENTIAL DUTIES

An employee in this position may be called upon to do any or all of the following:

  • Perform appraisals on all commercial property and assist with some residential property.
  • Maintain accurate assessment record files and an accurate residential and commercial database utilizing a computer-assisted mass appraisal system.
  • Assist property owners and respond to inquiries.
  • Perform independent studies and reports.
  • Maintain property assessment rolls, plat maps, and other records. Prepare property descriptions to reflect the division or combination of parcels and interchange on the rolls and maps.
  • Compile and evaluate real estate sales data to establish trends in City property values.
  • Prepare special assessment roll for special assessment districts.
  • Assist property owners and real estate agents in determining property assessments and answer routine inquiries.
  • Inspect and determine market value of new and improved property.
  • Periodically review appraisals of commercial properties within the City, and revises assessed values when necessary.
  • Assist in the application of current state assessment regulations to City property values. Make adjustments for changes in these regulations.
  • Review and compute personal property values and enter on the assessment roll.
  • In the absence of the Assessor or Senior Appraiser, assists the Board of Review in its deliberations, presents appraisal data, records actions taken, prepares minutes, performs related follow-ups, and assists in the defense before the Michigan Tax Tribunal.
  • Adjust appraised value to reflect construction, improvement, demolitions, and changing markets.
  • Perform yearly economic condition factors.
  • Update rental values, occupancy rates, and other income data for income properties and valuing vacant commercial land.
  • Review assessments each year for appropriate reporting on the tax roll.
  • Prepare notices for delinquent special assessment roll including preparing city commission documentation.
  • Work in conjunction with Deputy City Treasurer to properly describe an account for property in DDA, TIF, Tax Tribunal changes, PREs, Land Banks and similar Public Law Acts.
  • Maintain and update the City Assessors office procedure manual.
  • Initial point of contact in Assessing Department for Land Divisions.
  • Maintains and assists the Assessor with all file preparations, communications, and file dispersion to other City departments and Property Owners.
  • Attend meetings assigned by Chief Financial Officer and City Assessor.
  • Attend continuing education which may include travel to other locations.

NON-ESSENTIAL DUTIES

  • Perform related functions as assigned.

MATERIALS AND EQUIPMENT USED

  • Standard computer software including word processing, database, and spreadsheet packages. Specialized software programs including financial software, assessment software, Apex Sketch, and G.I.S., and Basics of Building.
  • Telephone, personal computer, digital camera, and standard office equipment.

MINIMUM QUALIFICATIONS REQUIRED

  • Must have a Michigan Certified Assessing Officer (MCAO) Certification or a higher Certification Level.
  • Must be a Michigan Certified Assessing Officer (MCAO) or a higher Certification Level and have five (5) years of independent in-office experience which also includes five (5) years of practical field experience at the MCAO or higher certification level performing assessing duties for a municipality, before consideration into this position.
  • Ability to proficiently perform all essential duties listed in this job description.
  • Knowledge of the laws and regulations which govern the assessment of real and personal property in the State of Michigan.
  • Knowledge of assessment and appraisal theory and practices.
  • High degree of skill in the operation of personal computers.
  • Excellent public relations skills.
  • Effective verbal and written communication skills.
  • Bachelors degree or equivalent combination of knowledge and experience in related field.
  • Valid Michigan drivers license.
  • Understand and be able to draw out with BS&A software or similar software, metes and bounds legal descriptions.

PHYSICAL DEMANDS

  • Lifting 20 lbs. maximum with frequent lifting and/or carrying objects weighing up to 10 lbs.
  • Frequent sitting.
  • Occasional standing, walking, and driving.
  • Must be capable of using hand(s)/feet for repetitive fine manipulation, single grasping, pushing, pulling, and operating controls.
  • Occasional bending, twisting, squatting, climbing, and reaching.
  • Ability to communicate orally in a clear manner.
  • Ability to distinguish sounds at various frequencies and volumes.
  • Ability to distinguish people or objects at varied distances under a variety of light conditions.
  • Ability to withstand noise levels and temperature changes in the work environment.
  • Frequently perform job duties out of doors in all types of weather.
  • Maintain a Michigan drivers license and drive assigned City vehicle.
