The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Crisis Services Program Manager to provide leadership and vision for the provision of 24/7/365 adult crisis behavioral health services to individuals in King County. This position will hold direct responsibility for working with internal and external partners across various agencies to coordinate and oversee the full crisis services continuum. The program manager will work closely with Division leadership, community partners and stakeholders to develop and implement crisis services across the crisis services continuum of care.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

• Provide strategic oversight and direction setting to the crisis services continuum of care with ongoing analysis of community needs, identification of system gaps and opportunities for system improvements.
• Provide program management, performance monitoring and contract agreement for crisis service programs and initiatives. These crisis services include, but may not be limited to:
• 24/7 Regional Crisis Line
• Next Day Appointments
• Mobile Rapid Response Crisis Teams
• Crisis Respite Program
• Hospital Diversion
• Crisis Intervention Training (CIT)
• 911 Diversion Program
• Co-responder programs
• Collaborate and partner with state and local providers on 988 planning and implementation.
• With the support of department fiscal staff, develop, implement, and monitor program budgets. Participate in budget planning and routine evaluation to anticipate program fiscal needs.
• Manage complex procurement and contracting processes, including program design, data-informed performance measurement, budget monitoring and capacity building.
• Work with program staff, division fiscal and operations staff to ensure crisis services financial stability, and audit readiness.
• In coordination with other department staff, maintain programmatic alignment with all regulatory and fiscal compliance requirements.
• In collaboration with division leadership and program staff, assist in development and implementation of new crisis services and expansions, including but not limited to crisis stabilization units, 23hr observation units, behavioral health urgent care walk-in clinics.
• Participate in internal and external meetings; represent the King County BH-ASO and King County Crisis Services.
• Build and maintain critical relationships and develop working agreements with external stakeholders to include law enforcement, hospitals, behavioral health providers, government entities, and other appropriate organizations.
• Facilitate a monthly Crisis Collaborative meeting with providers, stakeholders, and other interested parties.
• Direct, coordinate and/or facilitate the work of multiple cross system collaborations across different systems and organizations. Foster collaboration to resolve issues that may arise between constituents or system partners.
• Align workflow of division initiatives of equity and social justice, recovery-oriented system of care.
• Perform other duties as assigned.

• Masters degree in psychology, social work, public administration, social services or a related field and/or equivalent relevant education and experience.
• Have at least three years of progressive responsibility and experience in publicly funded behavioral health program planning and project management and/or equivalent education and experience in supervision and management skills and practice.
• At least 2 years of experience working in behavioral health crisis services at the county or state level.
• At least 2 years of experience working in behavioral health managed care or knowledge of managed care principles.
• Demonstrated experience with designing, planning and implementing programs and projects.
• Ability to work effectively with a broad range of constituents, including consumers, behavioral health providers, hospitals, law enforcement agencies, government officials, boards, high level management, elected officials, advocates, government and agency staff and others.
• Skilled at motivating and engaging partners, behavioral health providers, law enforcement agencies, community members, and building teams that work collaboratively toward implementing strategic initiatives.
• Strong facilitation and presentation skills and ability to communicate orally and in writing, promote consensus in decision making across DCHS/BHRD.
• Must be able to pass a criminal background check on a post offer/pre-employment basis.

Desired Qualifications:

• A mental health professional
• Advanced knowledge of the current King County Behavioral Health Crisis system Continuum of services and specific issues related to high-risk, high-need populations and frequent users of deep end services.
• Knowledge of local and statewide legislative policy action to transform current crisis services along all parts of the continuum.
• Experience analyzing, comparing and implementing local and state legislative behavioral health policy.
• At least five years recent experience providing direct supervision of program level staff in behavioral health and/or equivalent education or experience in supervision and management skills and practice.
